Planning & Building Overview
The primary responsibility of the Planning Division is administering the Town’s land use controls, including subdivision and site plan regulations. This involves reviewing plans and proposals to make sure they comply with the Town’s regulations, signing permits, inspecting sites, answering questions from the public, and working with other Town staff, consultants, and applicants. We arrange Planning Board and Conservation Commission meetings throughout the year, preparing agendas and information packets, attending the meetings, and working to implement their decisions. Our other major responsibility is long-range planning for the community. This involves updating and implementing the Town’s Master Plan, proposing or modifying regulations to control land development, preparing planning studies and working on a variety of miscellaneous projects for the betterment of the Town.
Current year projects overview
Planning Division highlights for 2011 include: Coordinate 23 Planning Board meetings with 78 agenda items (up from 49 in 2010). Large projects approved in 2011 include the Tuscan Market store and cafe on Willow Street, extension of Keewaydin Drive to Stiles Road, a large office building on Stiles Road, Car One Auto Body on Pelham Road, and the Clough Farm workforce housing project on Braemoor Woods Drive. Other highlights include adoption of Depot Redevelopment Plan, Design Guidelines, and Subdivision/Site Plan Regulation amendments. Coordinate 12 Conservation Commission meetings with 8 agenda items (down from 12 in 2010). Major projects include road and bridge projects for the Town, the sale of the house at 38 Town Farm Road, starting the acquisition of 22 Briar Avenue, and hiring a consultant for conservation easement monitoring. Work with property owners, businesses, and contractors on re-use of vacant stores or redevelopment of sites, including Lord & Taylor (former Macy’s) 9 Northeastern Boulevard (former Digital and Cisco), and Jay Gees Ice Cream, and numerous other locations. Prepare 5 amendments to the Zoning Ordinance. Prepare legal notices and warrant/ballot articles and set up public hearings. Prepare checklist of local permit requirements for new businesses. Work with Town’s attorneys on DiBitetto and Harrington lawsuits. Work on lease of Town property off North Broadway for cell phone tower. Collect $122,000 in impact fees for roads, schools, recreation, and public safety.
Out-year projects overview
In 2012, we expect to see construction of several projects, including the extension of Keewaydin Drive to Stiles Road, the development of office buildings in this area, the Clough Farm workforce housing project, re-occupancy of vacant space at the former Cisco building on Northeastern Boulevard, and several retail projects on Rt. 28. We will also be working with the Planning Board on several site plan and subdivision regulation changes.

The agenda for the December 13, 2011 Planning Board meeting includes the Young Brothers site plan for industrial buildings on Pelham Road and the Rockingham Toyota conceptual site plan for a new car dealership on South Broadway.
10/12/2011 - October 25, 2011 Planning Board meetingThe agenda for the October 25 Planning Board meeting includes a request for additional signage from Lord & Taylor at the Mall at Rockingham Park, reuse of 300 Main St. for a real estate office and flooring company, and a 17,000 industrial building on Pelham Rd. for Young Brothers.
09/21/2011 - September 27, 2011 Planning Board agendaThe Sept. 27 Planning Board agenda includes 5 plans, including a 16,000 sq. ft. industrial expansion on Pelham Rd. and a church in an existing industrial building on Northwestern Dr. If time is available, the Board may discuss potential amendments to the Subdivision and Site Plan regulations and the Zoning Ordinance.
09/13/2011 - September 13, 2011 Planning Board meetingThe Sept. 13, 2011 Planning Board meeting has 8 agenda items, 4 of which were carried over from the August 23 agenda. New items include a lot line adjustment/subdivision on Martin Ave. and Briar Ave., expansion of service at Act II Salon on Main St., and a change-of-use for NH Sunrooms on So. Policy St.
08/10/2011 - August 23, 2011 Planning Board meetingThe August 23 Planning Board meeting includes 10 agenda items, including the Clough Farm workforce housing project, a restaurant/ice cream store on So. Broadway, and 7 new business items. The Commercial Landscaping awards will also be presented at this meeting.
08/09/2011 - August 9, 2011 Planning Board MeetingThe August 9 Planning Board meeting featured 7 agenda items, including a 3 lot subdivision on Cross St. and a 50,000 sq. ft. medical office building on Stiles Rd.. Both of these projects were approved by the Board.
07/28/2011 - July 26, 2011 Planning Board AgendaThe July 26 Planning Board agenda included 8 items: a 32 unit workforce housing project on Braemoor Woods Rd., a 3 lot subdivision on Cross St., a 3640 sf restaurant/ice cream store on So. Broadway for Jay Gees, another 3 lot subdivision on Cross St., a 12 seat restaurant called Wing City on South Broadway, and a few smaller plans.
06/24/2011 - June 28, 2011 Planning Board meetingThe June 28 Planning Board meeting features public hearings on converting the former Craftmania building on Willow St. (off No. Broadway) to a retail store and cafe for the Tuscan Kitchen restaurant, converting a retail store on So. Broadway to a Subway restaurant with 34 seats, and a 3 lot residential subdivision on Cross St.
04/15/2011 - April 26, 2011 Planning Board meetingThe April 26 Planning Board meeting includes public hearings on an outdoor street hockey rink at the Icenter on Lowell Rd., a revision to a golf driving range on Lowell Rd., a church which wants to occupy the second floor of a retail building on So. Broadway, and a farmers market at Lake Street Garden Center.
